receipt for the fair market value of up to 500.00. if the vehicle
sells
for over 500.00, we will generate a revised receipt deductible
for the

- During our afternoon work call, our students will do minor
repair work and detail the vehicle. As licensed wholesale dealers,
we
will then either sell the car at auction or to one or several
local used
car dealers. We also receive many irreparable vehicles which we
sell to
a salvage yard.

Craig Harper has been working with Milwaukee Teen Challenge since 1991. Craig and his staff have been able to develop a great place on a great lake! The Milwaukee centers represent two of over 1027 Teen Challenge centers world-wide.
Craig obtained a bachelors degree in Math and Chemistry Education from Louisiana State University in 1987. He has done graduate work at Cardinal Stritch University and Marquette Graduate School of Business. In 2007, Craig was awarded a scholarship to attend classes in the Executive Education Program at Harvard Business School. He was chosen for this opportunity by members of the Harvard Business School Club of Wisconsin. He attended additional classes in 2008 and 2009 both at the business school and at Harvard's Kennedy School of Government.
Craig served on the National Teen Challenge Board of Directors and as a National Teen Challenge Regional Representative from 1996 to 2002. He is an ordained Assembly of God Minister and Nationally Appointed Home Missionary. He is past President, and Treasurer for the Association for Northwest Advancement, and a past Board Member for a Mission of Mercy School and Orphanage in Rupaidia, India. Craig also served at the County Executive's request on the Executive Committee for Wiser Choice. He is also a member of the U. S. Swimming Foundation, U. S. Golf Association, the Northshore Republicans, the Harvard Business School Club of Wisconsin, MIlwaukee Rotary, and Milwaukee Rotary's Partners in Education Committee.

Judy Dooley came to work for Teen Challenge in 2001. Previously she worked at her husband’s law firm in Bismarck, North Dakota.
In 1973, Judy entered the Gwen Wilkerson Home for Women in Northern California. She was referred to Teen Challenge by the shelter she was staying at. After spending many years involved in drugs and alcohol she found help at Teen Challenge. Earlier this year her husband retired and they moved to Milwaukee so she could work for the center here.
The majority of her experience in the last twenty-five years has been in the different aspects of running a law firm. Judy plans to start certificate level program training in Non-Profit Management at UWM in the Fall.

The Men’s “Center of Hope” Campus
Teen Challenge started a residential program for men on 27th Street in 1983. Several years latter this program was moved to 44th and North Avenue on the north side of Milwaukee. The North Avenue facility housed up to 12 men and was opened by Rev. Gene Berres and Rev. Bob McDonald.
In 1990 the men’s program was in desperate need of additional bed space. With almost no resources a two acre campus with a 30 bed dorm was purchased at 92nd and Appleton Avenue. This new property was purchased for just under one half of a million dollars. In 2009 with the help of our supporters, we added the "Don Wilkerson Memorial Chapel" and a 30 bed addition to the men's dorm.

Today the Teen Challenge Center of Hope Campus is one of the best Teen Challenge facilities in America. The property consists of the Don Wilkerson Memorial Chapel, the Center of Hope Men’s Dorm, the White House Administrative Building, an Eight Unit Staff Housing Building, and a full service Vehicle Donation facility.
It is a very nice facility located in the heart of our city. The Lord in his mercy and love has made this place possible for those who enter it’s doors each day. Blessed be his name!

The Robby Dawson Home for Women
Teen
Challenge opened a home for women in 1999. The first facility was
located in downtown Waukesha and housed up to eight women. This
facility was made possible by a lead gift from Mrs. Sara White.
Sara wanted to see local women receive help from their addictions
and made a personal commitment to help this new initiative. Soon
several churches and a local foundation made gifts and the center
was opened in the former New Life for Girls home on Delafield Street
in Waukesha.
In 2001, the women’s program was moved to a much bigger facility
in downtown Milwaukee. This new facility was donated to Teen Challenge
by the Fleck Foundation with help from the Dawson Family.
This
beautiful facility is located in the historic Concordia neighborhood
on the west end of downtown Milwaukee. We named this new center
after a young man named Robby Dawson. Robby struggled with addiction
for many years before passing away in 2001.
The Robby Dawson Home for Women houses up to 30 women. These beds
are offered at no charge to any adult female who is seeking help
from substance abuse or any other life controlling problem.
We sincerely thank The Fleck Foundation, The Dawson Family and
the many other donors that have made this home possible. Almost
100 women enter this facility annually. This place has become a
refuge of hope for those looking for help.

About Our Residential Programs
Teen
Challenge was started in Brooklyn, New York over 40 years ago with
the intention of providing a place where drug addicts and alcoholics
could come in off the streets and learn how to begin a new way of
living.
At Teen Challenge they participate in an extensive classroom curriculum,
vocational training, and learn many skills to enter society as sober,
productive, stable individuals.
The morning program consists of classes designed to help the addict.
There are two types of classes taught: Group and Personal Studies.
Group and Personal Studies
Teen Challenge has developed curriculum materials for use in Teen
Challenge centers as well as other similar ministries. The curriculum
introduces new and more mature Christians to basic life issues which
provide a solid foundation for living in today’s troubled
times. Each subject brings practical hope for living as a Christian
in today’s society.
Group Studies for New Christians
The Group Studies for New Christians are taught in small groups
with the students learning to apply Biblical truths to their everyday
challenges. Each of the 14 different classes brings practical hope
for living as a Christian in today’s society.
Personal
Studies for New Christians
The Personal Studies for New Christians education program is designed
for the teacher to work one-on-one with the students. They are structured
to allow the teacher to address individual issues pertinent to the
student. In personal studies students read scripture and biographies
like The Cross and the Switchblade and Run baby Run. Students also
spend a great deal of time memorizing Bible verses and learning
to apply them in their daily lives.
Vocational
Program
Each afternoon our residents work and put into practice what they
have learned in class. Good work habits and vocational skills are
emphasized with the idea that we all work as unto the Lord. There
are a variety of work details including vehicle clean up and repair,
cooking, cleaning, yard maintenance, office work, and etc.
At both of our homes our students do all of the cleaning, cooking,
and upkeep. They answer the phones and they learn to help those
calling looking for help. In doing this each resident is helping
to provide for their own recovery program. Some refer to our program
as a type of Christian boot camp experience.
Success of the Program
Since that first center in New York, Teen Challenge has grown into
the largest and most successful drug and alcohol rehabilitation
program of its kind, with over 120 centers nationwide and over 150
centers worldwide. The success rate of those who finish has been
documented in a number of studies including two that are shown on
this website.
Ronald Reagan called Teen Challenge the “best kept secret
in America”.
Teen Challenge is a faith based program which receives no government
funding and operates solely by donations. The cost to operate Teen
Challenge for one person is approximately 1/4 the cost of a similar
type government run program. The Milwaukee center for men has been
extremely successful and has been able to directly help over 1000
men and women in the past 15 years, and has done 1000’s of
for teens.
Teen Challenge has also held over 1500 prevention programs in school,
jails, and churches throughout the state in the last 20 years.

The History of Teen Challenge
1958 Teen Challenge was founded in 1958
in Brooklyn by Rev. David Wilkerson. The original center was
established to help young drug addicts and gang members in
the New York City area.
The story of how this first center was started is told in
the runaway best selling book The Cross and the Switchblade.
This book has sold over 35 million copies.
Today, Teen Challenge has over 120 centers in America, almost
300 world-wide, and is the largest faith-based rehabilitation
program in the world.
1983 Teen Challenge here in Milwaukee was
founded by a group of business-men and ministers. The first
men’s residential program opened its doors in May of
1989.
1994 Our men’s “Center of Hope”
facility was opened in a former nursing home located at 9222-36
West Appleton Avenue.
1999 Our women’s program was started
in Waukesha. In 2001, we moved our women’s program into
a building located at 727 North 31st Street. The building
was donated by The Fleck Foundation. This new facility became
the “Robby Dawson” Home for Women.
2002 Teen Challenge obtained a car lot next
door to the men’s center. We opened a Vehicle Donation
Program to help raise operating income.
2003 Teen Challenge celebrated its 20th
year anniversary taking in the largest group of students ever.
2004 Teen Challenge conducted an intense
nine months of strategic planning with the help of Berkey,
Brendle, and Sheline. In October the plan was presented to
the Board and Staff of Teen Challenge.
2005 Teen Challenge is in the process of
adding additional bed space at the “Robby Dawson Home
for Women.”

Northwestern Study of Success
New study confirms again Teen Challenge high cure rate!
A
study supervised by Northwestern University in Illinois proved again
that 86% of Teen Challenge graduates remain drug free after completing
the Teen Challenge Program.
The study lasted three years and included graduates from across
the United States. The study’s findings demonstrate a marked
difference between secular drug treatment programs and Teen Challenge.
This survey, like others, attributed the success of Teen Challenge
to its spiritual aspect, known as the “Jesus Factor.”
The study was consistent with the findings of a 1994 University
of Tennessee study that also showed a phenomenal success rate. The
study says that:

Teen
Challenge claims of a 70% cure rate for the drug addicts graduation
from their program attracted the attention of the U. S. Federal
Government in 1973. Most secular drug rehabilitation programs only
experienced a cure rate of 1 – 15% of their graduates. The
National Institute on Drug Abuse (NIDA), part of the U.S. Department
of Health, Education and Welfare, funded the first year of this
study to evaluate the long term results of the Teen Challenge program.
This study focused on all students in the class of 1968 that Brooklyn,
NY, Teen Challenge, and then transferred to Rehersburg, PA, for
the second half of their training. This follow-up study seven years
later (1975) sought to determine six variables: what proportion
of the program participants were still drug free, no legal involvements,
employed or pursuing education, a part of a family unit, participating
in church activities and physical and mental health.
The survey was conducted under the leadership of Dr. Catherine
Hess, M.D., the former assistant chief of the Cancer Control Program
of the U.S. Public Health Service, who had previously served as
the Medical Director for the New York Hospital Methadone Clinic.
The main premise of the study was to demonstrate that introduction
of a religious component into the treatment of drug addicts is the
one aspect which produces the large success rate.
The National Opinion Research Center of the University of Chicago
developed the survey instrument, located survey participants, conducted
the personal interviews, and obtained a urine sample to test for
drugs. The National Medical Services, Inc., of Philadelphia, PA,
conducted the drug screening detection for this population.
A total of 186 persons were interviewed for this project, P1=70,
P2=52, and P3=63. The P3 group of 64 represented 97% of the total
population possible. The results of this survey clearly indicated
the success of the Teen Challenge program in the following areas:
How Successful is Teen Challenge?
After Teen Challenge was started the National Institute of Drug
Abuse asked Rev. David Wilkerson how successful he thought his program
was. Rev. Wilkerson thought that 70% of the Teen Challenge graduates
were living drug free lives. Soon after this the federal government
funded a one year study on the Teen Challenge program.
Graduates were contacted all over the United States and asked to
participate in the study. At that time heroin was the major drug
of choice. After completing their work a study was published presenting
a 87.5% cure rate for Teen Challenge graduates.

Program Definition
Teen Challenge centers across the United States are as varied as
the people they serve. From the streets of Brooklyn, New York, to
the coast of California, Teen Challenge centers are reaching the
addicted of America. From the green areas of the Pacific Northwest
to the arid landscape of Midland, Texas, Teen Challenge staff are
daily helping hurting youth and adults find hope for their future.
Providing care for adult males, adult females, adolescent males
and adolescent females, Teen Challenge has a range of programs for
those demonstrating a need for intensive help with life-controlling
problems. In addition, non-residential and prevention programs are
made available.
Most Teen Challenge programs are structured into two phases, the
Induction phase and the Training phase. In the Induction phase,
3-5 months in duration, the participant is encouraged to deal with
issues related to everyday living. Typically, the Teen Challenge
curriculum, Group Studies for New Christians, is required. These
studies cover many of the basic issues regarding discipleship, basic
Christian living, and character development. Personal Studies for
New Christians contracts may also be utilized for specific issues
to that individual.
The Training phase, normally 6-10 months in addition to the Induction
phase, involves more in-depth Bible study and practical Christian
living from a Biblical view. The teaching is basic to every Christian
and is not sectarian in nature. There is more variety as to what
materials will be used during this phase. Classes involve personal
money management, books of the Bible studies, and devotional materials
for personal Christian living. The goal of these classes is to provide
the participant with all the necessary elements to live a godly
Christian lifestyle without the abuse of drugs or alcohol. Literacy,
GED, and Adult Basic Education are also offered at many Teen Challenge
Training phases to supplement and enhance the vocational and educational
opportunities of the participants.
Adolescent Teen Challenge centers provide the necessary recovery
program, but also meet the need for education in the students’
lives. Many young people arrive at Teen Challenge struggling or
behind in their education. Most graduate high school in a Teen Challenge
setting.
As drug addiction increases in family settings, the need for the
entire family to receive help has risen. Teen Challenge now has
two has two centers allowing both husbands and wives to enter recovery
together.
Many Teen Challenge facilities offer school and church group prevention
drug information programs for all ages, after school programs, and
community restoration projects. The meetings and presentations that
Teen Challenge conducts to inform young people and adults about
the prevention and effects of drug and alcohol abuse are another
important outreach. Each year, Teen Challenge conducts thousands
of presentations in churches, schools and prisons to over 1,000,000
people.
In anticipation of a student graduating, an aftercare plan is developed
to achieve long-term goals. This plan might include continuing education,
a re-entry house, internship at a Teen Challenge, going home to
family responsibilities, or other opportunities as they present
themselves. Teen Challenge programs rely on pastors, churches, individuals,
and the graduates themselves to assist in follow up and aftercare.
If a student experiences difficulties after graduation, reentry
into a program of “restoration” is available.
Educational content provided to students is based on the Bible
and written for the purpose of Christian discipleship. Students
work with staff to relate the educational content to their individual
situation. The primary goal of this guidance is not to simply stop
the addiction and related deviant behavior, but to develop a whole
new way of living - - one free from compulsive destructive behavior.
After years of masking emotions with substance abuse, students
abruptly experience drives, fears, and pain that strike at full
force and at any time. Teen Challenge provides an atmosphere of
support, protection, and encouragement, and, when needed, firm confrontation.
The pain that previously allowed drugs to be so satisfying is now
used as motivation for change.
Teen Challenge has recognized the need for facilities where a mother
can take her children throughout the duration of the program. Teen
Challenge now has two facilities for mothers and children. Here,
mothers can rest assured that their children are being cared for
while they study and learn new life-skills to be prepared to raise
their own children drug free.

with life controlling problems such as drugs and alcohol. Our ultimate
goal is to bring a person into a right relationship with the Lord
so they may live a life of freedom.
We believe the only answer is Jesus Christ. We have an outstanding
success rate. Eighty-six percent of those who complete our program
remain free of addiction.
The women’s center is located at 727 North 31st Street and
the men’s center is located at 9222 West Appleton Avenue.
The minimum stay in the program is 12 months.
We do accept court ordered students into our program but they must
be willing to work the program and have a sincere desire to change.
Students unwilling to change or adhere to the rules will not be
allowed to continue. This program is designed for people who want
to change and are willing to work at it.

What will my probation officer think?
Teen Challenge works very closely with those in law enforcement.
Judges, police officers, local sheriffs, and probation officers
all visit our centers frequently. The local Milwaukee probation
and parole office visits our site a minimum of once a month.
If you are applying to enter Teen Challenge please have your probation
or parole office contact us for any information they might need
by calling 414/466-4415. You may also want to refer your probation
officer to this website. You can also download information off this
website and give it to your probation officer.

Step 2: Fill out the application and carefully read through all the information provided.
Step 3: Call or stop in at Teen Challenge and talk to one of our Intake Staff and they will set up an appointment for you to come and go through the interview process. An appointment is encouraged but not necessary we do accept walk-ins but please understand an appointment will help to ensure that we will be available when you are.
Step 4: Make an appointment with your doctor and take care of the medical test requirements. If you don’t have a doctor you must find a walk in or free clinic in your area that is able to perform the needed tests. If there are no available clinics in your area feel free to contact us at Teen Challenge and we will help direct you to a clinic here in the Milwaukee area.
Step 5: Read over what to bring and what not to bring and pack accordingly. Please note we have limited space so please bring only what you need. Your clothing should fit into two medium sized suitcases.
Out-of-State Applicants: For those who are applying from out-of-state, the interview process can be done over the phone. Simply fax or mail us the application and then call to set up an over-the-phone interview. Once the interview is complete, we will be able to make an assessment as to whether or not Teen Challenge is right for you. Please note Teen Challenge does not offer a clinical drug or alcohol assessment. Our assessment is made through questions created specifically for the Teen Challenge program and is not applicable to assessments required by the court system.
